If you mean the one I think you do, try this: jump into the quarry using the ramp inside the entrance just off South Mountain Drive. This should land you on the right-hand side of the stream, as you look at it coming in. Go to the edge of the quarry on the right and follow the track as it goes up. Along there you should find a jump that goes off a bit to the right of where the track continues. This should take you to the billboard, if you get the speed and direction right. Good luck!
