Yeah, go around the quarry clockwise, up the hills etc. You'll see two smoke stacks, there will be a break in the guard rails, fly off the road and aim so your car will fly to the left of the leftmost smoke stack.
you need to jump off the ramp on the dirt road that wraps around the quarry. there are two ramps one when facing each direction. both go to a billboard, but one of them the billboard is real close and easy to see.
