Well, the Citizen doesn't have working lights yet, that comes in Cagney. Criteriongames.com mentioned something about a special use of the Police cars to be announced in the future. Maybe that is the announcement we will get in a week.
Unlockable for the H Citizen around the middle of the game, and the PCPD Special around 25 events near the end of the game in single player, if there is an end? They both have flashing lights, if you push down on one of the thumb sticks?
Patience is something I taught myself, so I never know when it's going to run out?
