After a little over 20 hours of gameplay I acquired my Burnout license. A slew of cars unlocked including a few more of the "code" cars like the Walmart racer which is awesome for setting road rules I might add! So far I'm loving the game. I'm a little over 50% complete and it tells me I now need 111 wins for my Burnout Elite license. I have around 30 cars and still need quite a few discoverables as well.
The game in general is great fun and I thought I'd mention a few things here for discussion...
1. Traffic does seem to pop-in at times when you are going really fast and can be frustrating.
2. I do notice a blip or stutter occasionally when going really fast, it's like a subsecond pause in the action and can be very distracting at times.
3. Road Rules online times are going to be the most fun in my opinion to keep the playability alive on this game.
4. Stunt runs are HARD
5. When the burnout servers are unreachable the only way to get back into the game is to go to dashboard and reload it
6. Marked Man runs are almost impossible once you reach the level I'm on
Again, this game is a lot of fun and I've decided that it's my favorite burnout game yet and I've loved them all. The open world is great fun.

Practice
You need to practice stunt run, find a stunt car you like and work at it.
The marked man and road rage, use the van and poodle it around to your destination or get the TD'ds you need.
The rest is just the stuff that happens, its a game, and nothing is perfect.

Marked Man --> Hunter Citizen
i used the Hunter Citizen (Black & White) to do almost all of the Marked Man runs, once i unlocked that car. It's fast and tough (just remember where the repair stations are along your route). Another thing i found was that the chase cars didn't always follow me down the railroad tracks, which helped on some of those insanely long runs from downtown to the boonies (just don't miss the turnouts)...

Cars "popping" in
I think you're falsely blaming the game for being broken. The morning sun can create loads of glare, and it just seems that the cars come out of no where. But they don't.

Speaking of morning sun, there's no concept of a day in this game is there? I mean, I know it never gets to be night-time but does the sun move during the day at all or are the routes that have glare always going to have that same glare? I'll have to pay attention to it. As for your comment, I wasn't necessarily calling the game broken, I just stated that it looks like cars pop in and out. I will say that they definitely pop in and out during show-time, check it out for yourself. Specifically I targetted a bus, then when I hit the A button it pushed me to where the bus was out of my field of vision, when I got the car turned around to aim back at the bus it was gone.

Car spawning.
When freeburning online I have noticed traffic just spawning or disappearing in front of me a couple of times. This does not seem to happen to me offline. If you are after time road rules this is kind of a trade of. Doing Time Road Rules online is easier because of less traffic but you never know when a car will spawn in front of you. Offline there doesn't seem to be spawning traffic but the traffic is much heavier which makes it harder... I don't know which is worse.???
As for showtime I have noticed the traffic disapperaring too. I think this mostly happens if you do a major change in the direction you are moving... i.e. turning around to hunt down a bus.

After you get the Citizen (Police car) which is I think the first you get after reaching burnout, do the burning route and you get the car same car that chases you in the burning routes. It makes them much easier. I also agree with you about the stunt runs. I have the most trouble with the ones near the airfield. I keep crashing into the fusalage after jumping the collapsed hanger!
