Billboards in Palm Bay Heights

I only need one more billboard to complete the game, and its in Palm Bay Heights. I've been to every spot on the map on the website, but i've realised there's only 19 spots marked in Palm Bay Heights... Argh... I'm so close now and its frustrating me
Can anyone help?
