I've beaten the time road rule on Watt Street but I'm not getting the achievement? Why?
If you have beaten the offline time road rule on Watt St. and didn't get the achievement you also need to beat the online time road rule.
To avoid any problems with this achievement make sure you do the offline time road rule on Watt St. before any other road rules on this street. If you have done any other road rules on Watt St. you also need to beat the online time road rule.
I'm not sure whether or not this is a glitch with the achievement or an inaccurate achievement description. Hopefully this will be fixed in a patch.
Edit: This has now been patched.

Beating the online road rule on Watt St.
It took me quite a while to beat this since Jwintoox already had a 3.23 on this one which is really fast. ZombieTron suggested that I should take him of my friends list but I finally beat his time and got the achievement.

New record on Watt Street.
I got this one down to 3.15 sec now (which is the same as Jwintoox had) so Im again the king of this road :-) It should still be possible to do this one faster but that will require a lot of luck with traffic

Matt Webster responds to Road Rules Achievements
Taken from an EA forum:
You've nailed it! We've noticed that if you attempt this achievement after you have been online and the game has downloaded a friends score then it's this score that you need to beat. We're looking to address this in the future, but there is a workaround. Either you beat your friends time, or you remove them, beat it and then re-add them. This may also be apparent on the Showtime achievement as well. As I said, we're looking in to it now.

Phew!
I'm glad I decided to get these two the first day I had the game, I'd struggle to beat the score my brother has on that showtime on east crawford !!
